A grazier in Queensland's Channel Country says it is "insulting" the small town of Windorah is getting a temporary telecommunications upgrade just for a two-day local government conference.

The town of 80 is usually in a mobile phone black spot and the community relies on satellite for internet services.

Windorah will double in population for local government meetings over the coming days, including the annual conference of the Western Queensland Local Government Association.

A tent city has been erected in the town to accommodate visitors.

For the next two days, Telstra is setting up a temporary telecommunications system to ensure mobile phones work and internet speeds are quicker.

Local grazier Ross Groves says it is not fair it is not a permanent arrangement.

"I just think it is insulting to Windorah," he said.

"Me - being where I am - I am not going to benefit personally from it if they left it there, but still being a resident, I have feelings about it.

"I am pretty insulted that they bring it out only for this event.

"We are in a first world country, living under third world conditions."

Barcoo Mayor Julie Groves says Telstra has offered a temporary telecommunications facility just for the duration of the meetings.

She says it is unfortunate it is not a permanent upgrade, but the eight students at the local school are excited about having faster internet speeds.

"There's no way in the world that you would call it modern communications at speed out here," she said.

"They might get one child to be able to use the internet at a time - some days if it is a little bit faster and freer they might get two."

She says the facility is set up in a trailer and gives mobile internet coverage.

"They are usually used in disaster management and they are all set up and ready to go," she said.

"Sadly unless somebody manages to tie it up and not let it leave town, it is only going to be for the two days."

Telstra says the "satellite cell on wheels" is not a permanent solution and it has not been able to find a commercial solution to provide permanent mobile coverage for the town.
