An innocent bystander has been shot in one of Launceston's main streets in what police believe was a bungled revenge attack for a shooting two months ago.
19 year old Isaak Heathcote had just left an internet cafe on Monday night when he was hit by a stray bullet fired from a car driving along York Street.
He was found by police responding to reports of gunshots about 10:15pm, and has had surgery to remove a bullet from his lower leg.
Detective Inspector, Scott Flude, says Mr Heathcote did not know the gunman, did not see the car and was standing 100 metres from the intended targets.
"These people don't seem to hold any concerns for the safety of the public in their activities."
After searching a number of homes, policed seized the car involved in the shooting and two firearms.
They say they know who is involved but as yet charges have not been laid.
Police are investigating whether the incident is linked to a shooting at a private property at Rocherlea in May when a 20-year-old man was also hit in the leg.
They do not believe the victims of the two shootings know each other.
Detective Inspector Flude has warned the conflict may escalate.
"While they are blueing amongst themselves perhaps its not so bad but when it happens in the CBD in areas where there are innocent bystanders wandering around we hold grave concerns for those sort of activities," he said.
It is the second time an innocent bystander has been injured in Launceston.
A 34-year-old man was permanently disabled after being shot in the back at Invermay in March as he walked home from work.
No one has been arrested for that shooting.
Launceston's Lord Mayor says another shooting in the northern city is not good for its reputation.
Alderman Albert Van Zetten says it is disappointing.
"Obviously it does start to have an impact on our reputation, there's no doubt about that," he said.
"But Launceston is still a safe place to be, we know it is from the records, but it's something we want to see cut out."
In the past 12 months in Tasmania, there have been 19 incidents where shots were fired.
